Yes Katniss was and no one choose Peeta :9. Also I think overall District 10 was one of the better ones to have. All had different good oones, Like Cato could beat Katniss oin attack but not Speed and Climb.

What you should have done for this Veto is had 12 play in it so everyone could have been used. lol
